TURKCELL TO SERVE AS SECOND GSM OPERATOR IN IRAN

Minister Ahmad Motamedi said on Thursday that they have
reached an agreement enabling Turkish GSM firm Turkcell to
serve in Iran market as the second operator.

Motamedi told reporters that, to this end, they would give
necessary license to Irancell, which is comprised of Turkcell,
Ericsson and few small Iranian companies.

Reminding that Turkcell is ready to provide a guarantee in the
amount of 300 million Euros to Iran, Motamedi added that the
necessary permit is not issued yet by Tehran authorities

BAGHDAD, July 31 (Xinhuanet) -- Iraqi Defense Minister Hazim AlShaalan has announced that his country intends to start negotiations with the Iranian government to restore the airplanes smuggled to Iran by the former Iraqi regime, reported Al Sharq AlAwsat newspaper Saturday.

The former Iraqi regime transferred a number of military and civil airplanes to Iran during the first Gulf war in 1991 to preserve them from the danger of the air raids of the coalition forces, but Iran refused to return them after the end of the military operations.

The Iraqi defense minister said that the airplanes are Iraqi properties and should be returned to their original owner. "This issue would be discussed through forming an ad hoc committee from the two sides to solve this and other issues," said the minister.

The former Iraqi regime insisted that the number of airplanes smuggled to Iran in 1991 were more than 120, but the Iranian side said repeatedly the number does not exceed 30.

Aserbaidschan gründet mit Iran Konsortium für Bahnbau

BAKU (Dow Jones-VWD)--Aserbaidschan und Iran haben ein Konsortium für den Bau einer Eisenbahn von Iran nach Russland gegründet. Dies wurde laut einer Pressemitteilung der OAO Russische Eisenbahnen von den Leitungen der Eisenbahngesellschaften der drei Länder vereinbart. Eine von ihnen gebildete Arbeitsgruppe hielt Ende Juli in Teheran ihre erste Sitzung ab. Dabei wurden Einzelheiten des Vorhabens erörtert, ein internationales Konsortium für die abschließende Projektierung, den Bau und Anzeige

den späteren Betrieb der Bahn ins Leben zu rufen. Als Ergebnis der Verhandlungen wurde beschlossen, dass die Eisenbahn von einer juristischen Person in Form einer offenen Aktiengesellschaft fertiggebaut und betrieben wird.

Die Arbeitsgruppe unterbreitete vorläufige Vorschläge zum Finanzierungsmodell des Konsortiums. Das Konzept legt die Haftung und die Garantien jeder der beteiligten Seiten fest. Das Grundkapital der AG soll anfangs 6 Mio USD betragen und von den Partnern paritätisch aufgebracht werden. Die Teilnehmer des Treffens in Teheran kamen überein, dass die Eisenbahngesellschaft Irans eine Machbarkeitsstudie für das Projekt erstellt. Die weiteren technischen und ökonomischen Forschungen und die Ausarbeitung eines Geschäftsplans für den Betrieb der Eisenbahnstrecke werden in den Händen des Konsortiums liegen.

Über den Hauptsitz des Konsortiums soll im September 2004 in einer Beratung in Baku entschieden werden. Der Partner, auf dessen Territorium die AG eingetragen wird, stellt die Gründungsunterlagen im Entwurf fertig und schickt sie den beiden anderen Partnern zu. Bis 15. Oktober unterbreiten die Partner Kandidaturen für ihre Vertretungen in den Leitungsgremien sowie Stellungnahmen und Vorschläge zu den Gründungsunterlagen. Der Bau der Eisenbahnstrecke wird mit etwa 600 Mio USD veranschlagt.

Als eines der Schlüsselelemente des internationalen Nord-Süd-Verkehrskorridors wird sie Russland zusätzliche Transitgüterströme zuführen und Gelegenheit bieten, russische Lieferanten und Auftragnehmer an Bau und Betrieb des neuen Schienenstrangs zu beteiligen sowie die Eisenbahninfrastruktur und Nebeninfrastrukturen für die Güterbeförderung zwischen Europa und Asien zu entwickeln. Die russische Eisenbahngesellschaft unternimmt im Kontakt mit ausländischen Partnern große Anstrengungen, um Gütertransporte dem Nord-Süd-Korridor zuzuführen. Unter anderem fanden im März 2004 Verhandlungen mit dem Management der Deutschen Bahn AG und mit Vertretern des Deutschen Industrie- und Handelskammertages über die Lenkung von Güterströmen in die Verkehrskorridore Berlin-Moskau und Nord-Süd statt. Allein die potenziellen deutschen Exporte nach Iran werden auf 4 Mio bis 8 Mio t im Jahr geschätzt.

Interesse an Transporten über den Internationalen Nord-Süd-Verkehrskorridor zeigt auch die polnische Eisenbahn. Darüber hinaus wird mit der finnischen Eisenbahn über die Wiederaufnahme der Papiertransporte in großem Volumen nach Iran verhandelt. Der über russische Eisenbahnen führende Festlandteil des Nord-Süd-Korridors ist rund 3.000 km lang. Genutzt wird er vor allem für den Transport von Export- und Importgütern Russlands und anderer GUS-Länder. Profitabel ist der Korridor aber auch für Länder wie Ungarn, Slowenien, Lettland, Litauen, Polen, Tschechien, Estland, Österreich, Deutschland, Dänemark, Finnland, Schweden, Indien, Sri Lanka, Pakistan, Iran, Irak, Saudi-Arabien, die Vereinigten Arabischen Emirate, Katar, Oman, Jemen und Kuwait.

Experten der russischen Eisenbahngesellschaft gehen davon aus, dass die Transporte über den Nord-Süd-Korridor bis 2010 auf 10,2 Mio t bis 17,1 Mio t anwachsen. Davon dürfte mit 6,8 Mio t bis 8,6 Mio t der größte Teil auf den Verkehr zwischen Russland und Iran entfallen.


Aserbaidschan schließt Kooperationsverträge mit Iran

BAKU (Dow Jones-VWD)--Aserbaidschan und der Iran haben in Anwesenheit der Präsidenten beider Staaten, Ilham Alijew und Mohammad Chatami, in Baku 10 Kooperationsvereinbarungen unterzeichnet. Darunter sind ein Kreditvertrag, wonach der Iran 75 Mio USD für den Bau von Transformatorenstationen für das Imischli-Alibrairamly-Astara-Netz gewährt, sowie ein Vertrag über den Austausch vom Erdgas. Beide Länder vereinbarten zudem eine gemeinsame Absichtserklärung ihrer Umweltschutzbehörden, ein Abkommen über kulturelle Zusammenarbeit, ein Protokoll über die Kooperation im Transportbereich und ein Memorandum über die Finanzierung des Ausbaus der Straße Baku-Astara.

Iran Exports Arms To 12 Countries
TEHRAN, Aug 9(MNA) -– Mehdi Farahi managing director of Iran’s arms industries said here Monday that Iran will cooperate with certain European companies in order to design and construct weapons.

Speaking among a group of reporters, Farahi said that Iran would design and construct new products with the help of the joint ideas of different companies.

He stressed that today armed forces look forward to new weaponries, adding that Iran’s arms industries are completely self-sufficient in the construction of personal weapons.

Farahi said that Iran exports weapons to 12 different countries and stressed the importance of supplying the needs of the armed forces.

Referring to the intensive competition of the arms industries, the managing director went on to say that Iran should increase the speed of production and improve the products’ quality.

The chief executive said that in order to pave the way for talks,
