Bei Medienmeldungen zu „Territorialstreit im Südchinesischen Meer“ denkt man zunächst immer an China, aber auch zwischen den anderen Regionalstaaten kommt es immer wieder mal zu Zwischenfällen.
Ein solcher ereignete sich am 9. Mai im Bashi-Kanal, Teil der Straße von Luzon, die Taiwan und die Philippinen trennt. Hier traf ein Wachboot der philippinischen Küstenwache auf vier taiwanesische Fischerboote, von denen eines, die GUANG TA HSIN 28, „in philippinischen Gewässern“ (Taiwan: in „sich überlappenden Wirtschaftszonen“) fischte.
Der weitere Hergang bleibt umstritten. Nach philippinischen Angaben unternahm der Fischer zunächst Ausweichmanöver, versuchte dann das Küstenwachboot zu rammen. Man habe daraufhin Warnschüsse abgegeben und schließlich versucht, das Boot mit gezielten Schüssen auf das Achterschiff (Motor) zu stoppen. Nach taiwanesischer Darstellung soll das Küstenwachboot dagegen ohne Vorwarnung geschossen haben; mehr als 50 Einschüsse seien gezählt worden – vor allem im Bereich des Steuerstandes. Ein 65-jähriger Fischer sei „in vorsätzlichem Mord“ getötet worden.
Die öffentlichen Wogen schlugen sofort hoch. In Taiwan kam es zu Demonstrationen und Übergriffen auf philippinische Gastarbeiter. Die taiwanesische Küstenwache verstärkte ihre Kräfte im Gebiet mit drei zusätzlichen Einheiten, und auch die Marine verlegte „zum Schutz taiwanesischer Fischer“ mehrere Schiffe, darunter je eine Fregatte der KNOX-Klasse und der LA FAYETTE-Klasse.
Die philippinische Regierung versprach eine genaue Untersuchung, lud dazu auch Experten aus Taiwan ein. Eine erfolgte offizielle Entschuldigung bei der Familie des getöteten Fischers und die Zusage „finanzieller Unterstützung“ reichte Taiwan aber nicht aus. Man erwarte eine offizielle Entschuldigung bei der taiwanesischen Regierung, Zahlung von „Schadenersatz und Schmerzensgeld“, Bestrafung der Schuldigen und schließlich die Aufnahme von Gesprächen zu einem bilateralen Fischereiabkommen. Um den Forderungen Nachdruck zu verleihen, wurde der Vertreter in Manila (Botschafter gibt es nicht) abberufen, Arbeitsgenehmigungen für philippinische Gastarbeiter in Taiwan suspendiert und schließlich eine gemeinsame Übung von Streitkräften und Küstenwache in unmittelbarer Nähe des Zwischenfallortes anberaumt.
Diese Übung fand am 16. Mai statt. Neben den bereits vor Ort befindlichen Einheiten von Marine und Küstenwache waren noch ein Zerstörer der KIDD-Klasse (mit eingeschifften Journalisten), eine Fregatte der PERRY-Klasse, zwei FK-Schnellboote sowie Kampfflugzeuge der Luftwaffe eingebunden. Philippinische Marine und Küstenwache „beobachteten sehr aufmerksam“, hielten aber Distanz. Die Übung, bei der „keine scharfe Munition“ eingesetzt wurde, ging denn auch ohne weitere Zwischenfälle zu Ende.
Eine weitere Eskalation ist wohl nicht zu erwarten. Taiwan hat seinen Standpunkt klar gemacht und dürfte jetzt vor allem daran interessiert sein, aus dem Zwischenfall politisches Kapital zu schlagen. Eine Ausweitung des Streits wäre dabei eher hinderlich. Die Regierung hat denn auch am 17. Mai zu Ruhe und Besonnenheit aufgerufen und die Bevölkerung aufgefordert, Übergriffe auf Filipinos sofort zu beenden.
