The 223 air fleet of the Turkish Air Force, based at Kayseri's Erkilet Base, returned from France after winning the championship title in the NATO sponsored "European Tactical Air Transport" contest. Ten different European countries participated in the contest. The pilots returned from the French city of Tolouse, site of the contest, to Kayseri, where they were met by the Mayor of Kayseri and an honor detachment band who played the "Fetih" and "Mehter" marches in their honor.

Commander Huseyin Belpinar attributed the success of his air fleet in France to hard work and decisiveness on the part of the Turkish pilots.

WASHINGTON [MENL] -- U.S. defense contractors have been lobbying Turkey to ease restrictions on major military tenders.

Senior executives of such companies as Boeing, Sikorsky Aircraft and Bell Helicopter Textron have been meeting Turkish military and defense leaders in Washington. The Turks, arriving for talks with the Bush administration, have been attending the annual conference of the American-Turkish Council. The council, which began its meeting on Sunday, has sought to boost defense relations betweem Ankara and Washington.

The focus of the talks between U.S. executives and Turkish officials has been the terms of the billion-dollar tender for a Turkish attack helicopter. Turkey's Defense Industry Undersecretariat, known by its Turkish acronym, SSM, has postponed the deadline for the submission of proposals from June to September 2005.

Turkey wants to purchase a total of up to 88 attack helicopters. In the first phase of the project, SSM has issued a tender for the procurement of 30 off-the-shelf platforms.

The Turkish Navy could be the recipient of a number of destroyers from the United States in 2006-07. American officials are keen to find new homes for some of the Spruance Class destroyers already decommissioned, plus those scheduled for retirement over the next two years. The Turks are anxious to improve their open ocean Anti-Submarine Warfare (ASW) and air-defence capabilities, both of which would benefit from the Spruance Class. They offer a Mark 41 VLS missile launch cell for STANDARD 2 SAM and, if suitably modified, could house ASROC VLA and future Evolved Sea Sparrow Missile (ESSM). No specific recently decommissioned ships are as yet set aside. The class is more likely to be viewed favourably by the Turks than further transfers of Perry Class frigates. While no numbers are yet being spoken of in Washington, two or three destroyers are initially most likely.

Israel is seeking an international partner for joint development of the MLM Division of Israel Aircraft Industries' (IAI's) LORA (Long-Range Artillery) surface-to-surface guided missile (SSM). A full-size LORA prototype was shown to Turkish defence minister Mehmet Vecdi Gönül during his visit to IAI on 5 May 2005.

While IAI hopes to sell the LORA to export customers and the Israel Defence Force, so far there have been no sales. However, Israel already has extensive defence co-operation with Turkey, and that nation is interested in acquiring an SSM capability.

While the types of warhead able to be delivered by LORA were not specified, the main types are likely to be submunitions or blast-fragmentation, perhaps with anti-radiation terminal homing. LORA's performance suggests that the weapon is intended to carry out the roles previously performed by US-built MGM-52 Lance SSMs and truck-mobile versions of Standard anti-radiation missiles.

STRATFORD, CT, Sikorsky Aircraft announced today it has signed a memorandum of understanding with the Government of Turkey for 12 new S-70B SEAHAWK helicopters plus an option for five additional helicopters. First deliveries are scheduled to begin in 2008.

Sikorsky previously delivered eight S-70B SEAHAWK helicopters to Turkey and its Land Forces also operate more than 100 S-70A BLACK HAWK helicopters.

"We are delighted that Turkey has selected the SEAHAWK for this vital mission," said Joseph Gigantelli, Sikorsky Regional Vice President of Worldwide Sales. "The SEAHAWK is the most modern and capable anti-submarine warfare (ASW) and anti-surface unit warfare (ASuW) helicopter in the world."

The S-70B helicopter is an international derivative of the U.S. Navy SH-60B SEAHAWK. The S-70B has a fully integrated glass cockpit with smart multifunction liquid crystal displays and a mission management system. Its flexible mission package includes dipping sonar, ESM, FLIR, multi-mode radar, ASE, and Penguin and Hellfire missiles. Multi-mission capable, the S-70B can perform Search and Rescue (SAR), Medical Evacuation (MEDEVAC), surveillance, Vertical Replenishment (VERTREP), and utility missions.
