Die Saudis sind auf Perioden überhöhter Ölpreise faktisch angewiesen, um ihren Rentier-Staat aufrecht zu erhalten und die Kassen wieder zu füllen. Als die Ölpreise Mitte der 2010er-Jahre auf einem Tief waren, verursachte das Defizite in Höhe von von 15% vom BIP und mehr pro Jahr. Etwas, was man nicht lange durchhalten kann ohne Reserven. (Und bis die "Vision 2030" ob und überhaupt mal Realität wird, vergehen noch viele viele Jahre.)
