The PLA Second Artillery is fi elding mobile, more survivable missiles capable of targeting the United States, Japan, India, Russia, and other targets in Asia and the rest of the world. It currently deploys pproximately 20 silo-based, liquid-fueled CSS-4 ICBMs, which constitute its primary nuclear means of holding continental U.S. targets at risk. In addition, it maintains approximately 20 liquid-fueled, limited range CSS-3 ICBMs that enable it to attack targets in the Asia region.

Wie das Weißbuch der chinesischen Verteidigungspolitik schon aussagt, dienen die Atomwaffen Chinas der Abschreckung anderer Staaten mit Atomwaffen. Solange sich die Anzahl der Sprengköpfe für ICBMs + Startsysteme nicht signifikant steigt bzw. einige strategische U-Boote in Dienst gestellt werden, ändert sich daran nichts.
