Zitat:HHI launches second and final José Rizal-class frigate for Philippine Navy

South Korean shipbuilder Hyundai Heavy Industries (HHI) has launched the second and final José Rizal-class multirole frigate on order for the Philippine Navy (PN).

The 107.5 m-long warship, which will be known as BPR Antonio Luna (pennant number 151) once commissioned, entered the water at HHI's facilities in the southeastern coastal city of Ulsan on 8 November in a ceremony attended by Philippine Secretary of National Defense Delfin Lorenzana and Chief of Staff of the Armed Forces of the Philippines General Noel Clement.

The 2,600-tonne vessel, which was laid down on 23 May, is scheduled to be handed over to the PN between September and October 2020, while delivery of first-of-class José Rizal (150), which was launched that same day, is expected to take place between April and May 2020. [...] The PN pointed out in a statement that the new vessels, each of which is armed with two 324 mm triple-tube torpedo launchers as well as surface-to-air and surface-to-surface missiles, are capable of carrying out a variety of missions, including anti-air surface (AAW), anti-surface warfare (ASUW), anti-submarine warfare (ASW), and electronic warfare (EW) operations.

Zitat:Philippine Navy receives Mistral 3 SAMs for new frigates

Philippine media reported on 11 October that the Philippine Navy (PN) has received an undisclosed number of Mistral 3 short-range surface-to-air-missiles (SAMs) from MBDA to arm its two recently acquired Jose Rizal-class guided-missile frigates.

The state-owned Philippine News Agency (PNA) quoted Colonel Ramon Zagala, a spokesperson for the Armed Forces of the Philippines (AFP), as saying that “the Mistral 3 SAMs will be fitted on BRP Jose Rizal (FF 150) and BRP Antonio Luna (FF 151) and will give the Philippine Navy a much needed defensive capability against hostile air targets”. This missile system is a “cost-effective and a reliable addition to a layered defence system”, he noted, while the PNA pointed out that the procurement of the Mistral 3s is part of the PN's Frigate Acquisition Project Lot 2B.

Zitat:Philippine Navy Receives Submarine Training From France’s DCI Group

A number of Philippine Navy officers are receiving submarine training in France, with DCI Group. The formation started in 2019 in Brest. Its goal is to assist the Philippines as the country is looking to set up its own submarine force from scratch. [...]

During an interview with Naval News in January 2022, the Chief of the Philippine Navy, Admiral Vice Admiral Adeluis S. Bordado stated:

“In 2015, we started forming the so-called submarine group of the Philippine Navy. We are actually starting to train our personnel, even though we don’t have the submarine. Because we have learned that in order to have a good submarine force we should start with our personnel. So, slowly we’re training our personnel to have the competency to handle or to operate submarines in the near future”. [...]

DCI has trained more than 1,500 foreign officers and submariners in its naval branch, NAVFCO, in France and abroad. DCI uses modern simulation tools to train submariners across all specialties: submarine operations and conduct, platform health and safety, anti-submarine warfare (ASW), communications, electronic warfare, maintenance and logistics, etc.

DCI experts support partner submarine forces through onshore (training centers) and at sea (on their own submarines) training so their crews can train individually, in teams, and as full crew. This incremental approach allows trainees to acquire skills progressively as they work toward a complete mastery of new platforms in what are extremely complex operational environments and scenarios. In total, DCI has trained seven Scorpène crews in France or in client countries: Chile (2002-2005), Malaysia (2004-2019), India (2016-2018), and Brazil (2018-present).
