Thailand picks Swedish fighters over Russia's

BANGKOK, Oct 8 (Reuters) - Thailand has picked a Swedish/ British consortium over a Russian firm to replace its ageing fleet of 16 American-made F-5 fighters, a deal that could be worth $230 million, the Thai air force chief said on Friday.
A Swedish government delegation would come to Thailand this month to discuss details of a barter trade deal that could swap Swedish fighters for Thai agriculture products, Air Chief Marshall Kongsak Wantana told reporters.

"We have decided to pick JAS 39 Gripen fighters to replace our F-5 fleet," Kongsak said.

"The Swedish government will send a delegation in the next one or two weeks to talk with our Commerce Ministry officials to seek a conclusion to the deal," he said.

In September, Thai Prime Minister Thaksin Shinawatra told Swedish counterpart Goran Persson Thailand would buy Swedish fighter jets only if Sweden agreed to buy agricultural products in exchange.

Sweden's Saab (SAABb.ST: Quote, Profile, Research) is eager to secure a contract to sell about 20 JAS 39 Gripen fighters, made with Britain's BAE (BA.L: Quote, Profile, Research) Systems, to the Thai air force and Thaksin said he was ready to buy "whenever the Swedish company can deliver".

But Persson said at a joint news conference with Thaksin in Stockholm he could provide the right political conditions for such a deal only by improving bilateral economic relations through a new working group on trade.

Kongsak said the jets would be sold at a "friendly" price on a government-to-government contract and would cost about 600 million baht ($14 million) each, putting the bill at 9.6 billion baht ($230 million). Kongsak said the air force decided against Russia's Sukhoi Su-30 because Thailand had never used Russian warplanes. Russia's Vedomosti business daily said in August Thailand wanted to buy at least six Sukhoi Su-30s worth $200 million.

It quoted a source close to Russia's arms trade authority as saying Thailand, which has equipped its air force with U.S. fighters, had sent a defence delegation to Russia to Irkut (IRKT.RTS: Quote, Profile, Research) , which has a licence to produce the Su-30.

Su-30s, together with MiGs, form the backbone of Russia's arms trade and go mainly to Southeast Asia, where Indonesia, Vietnam and Malaysia have long been buyers. ($1=41.41 baht)

Gripen for Thailand

Following the visit to Sweden by the Thai Prime Minister Thaksin Shinawatra 23-24 September, and following a meeting with the Swedish Prime Minister Göran Persson, he stated that Thailand is in favor of Gripen as its F-5 replacement aircraft.

This very positive statement has recently been confirmed by the C-in-C of the Royal Thai Air Force, Air Chief Marshall Kongsak Wantana, saying to the Reuters news agency in Bangkok on 8 October “We have decided to select Gripen fighters to replace our F-5 fleet”.

However, the Thai interest in Gripen dates back to earlier briefings given by Gripen International to Thai officials. Gripen has also been presented to the Royal Thai Air Force (RTAF) on several occasions, including when the C-in-Chief of the Royal Swedish Air Force, Maj.Gen Jan Andersson, was on an official visit on the occasion of the RTAF’s 90th anniversary on 26-27 March 2004.

While visiting the RTAF, Maj.Gen Andersson invited the RTAF to visit Sweden and familiarize itself with Gripen. The invitation was accepted and on 24 May, two pilots from the RTAF - Wing Commander Punpakdee Pattanakul (call sign “Kai”) and Wing Commander Manat Chuanprayon (call sign “Maverick”) - arrived at Swedish Air Force (SwAF) base F7 at Såtenäs, 120 kms north of Gothenburg in the west of Sweden.

The F7 wing is the home of two Gripen squadrons and the Gripen Centre, where all Gripen pilots undergo conversion and tactical training on Gripen. The Thai officers were given an introductory course on the Gripen aircraft which included 10 hours of flying.

In parallel, Swedish industry and Swedish authorities have held extensive talks with their Thai counterparts. A joint Swedish-Thai group, at the highest political level, will meet on a regular basis to prepare for a widespread bilateral agreement. The aim is to further develop the relations between Thailand and Sweden and to create a bilateral co-operation program serving as a base for a possible future sale of Gripen to Thailand. An acquisition of Gripen for the RTAF could be part of such a co-operation program, as could other products of the Saab Group or other companies.

“We are naturally very pleased with the positive signals we have received from Thailand”, says Kaj Rosander, Thai Project Manager at Gripen International.

“The Thai Air Force is well known for its high standard of operations and with Gripen being seen as the prime replacement for their F-5’s, it is a further evidence of Gripen’s capabilities both in terms of performance as well economically” he added.

Tausche Kampfflugzeug gegen Hühner

Die Hühnergrippe brachte die thailändischen Geflügelexporte schwer unter Druck. Verschiedene Länder haben ihre Importsperre für von rohes Hühnerfleisch aus Thailand verlängert, die EU vorläufig bis 15. Dezember. Der Handelsminister gab kürzlich zu, daß die Situation für diesen Industriezweig kaum noch schlimmer werden kann. Der einzige gangbare Weg sei der verstärkte Export von verarbeitetem Hühnerfleisch, das zudem höhere Margen erziele als Rohfleisch. Insofern sei die Krise auch eine Chance. Große Konzerne haben bereits begonnen, vermehrt auf die Verarbeitung zu setzen. Im Vorjahr wurden Hühner im Wert von 1 Milliarde US$ exportiert, das entspricht 1,27% des Gesamtexports. Anfang Januar mußten aufgrund der Vogelgrippe bereits 35 Millionen Tiere notgeschlachtet werden. Die Regierung unternimmt seither alle möglichen Versuche, die betroffenen Agrarkonzerne und Farmer vor dem Schlimmsten zu bewahren. So wurde zum Beispiel den Schweden und Russen angeboten, Kampfflugzeuge gegen Hühnerfleisch zu tauschen, allerdings ohne Erfolg. wbp

Was haltete ihr vom Stückpreis?
Bezweifle ernsthaft, dass das der komplette Stückpreis ist. Vierzehn Mio. pro Flieger wären wirklich etwas arg niedrig, da müsste SAAB/BAE ja noch drauflegen IMO. Könnte was mit dem vorgeschlagenen Hühnerdeal oder anderen materiellen Kompensationen zu tun haben.

Oder wäre es möglich, dass es sich um Occasions-Maschinen der A-Version handelt, d.h. aus der ersten Tranche von 30 Maschinen? Ich habe mal gelesen, dass diese schlussendlich überzählig sind, wenn Schweden alle seine 218 bestellen Maschinen erhalten hat.

The report quoted an unnamed senior official with Irkut, the manufacturer of the Sukhoi fighter, as saying that a memorandum of understanding on the purchase was signed during President Vladimir Putin's visit to Malaysia last week to attend an Asian summit.
