Turkey’s procurement authorities have canceled a critical international competition that would have installed electronic warfare suites on nearly 400 military helicopters, official sources here said.
In letters sent to foreign contenders July 14, the Undersecretariat for Defense Industries, or Savunma Sanayi Mustesarligi (SSM) in Turkish, said that both the radio warning receiver/radio frequency jammer (RWR/RFJ) and the laser warning receiver contracts under the Helicopter Electronic Warfare Systems (HEWS) program had been cancelled. The contracts were worth around $400 million.
Turkey had launched the contest in March 2001, and eight contenders had placed bids. The competition was short-listed in April 2003 to ITT Industries, White Plains, N.Y.; Elisra Industries, Bene Beraq, Israel; and Paris-based Thales for the radio warning receiver/radio frequency jammer contract. The laser warning receiver contest was narrowed to Elisra; EADS-LFK, Unterschleissheim, Germany; and Marconi Selenia, a unit of Rome’s Finmeccanica. ITT withdrew from the race earlier this year, citing difficulties in securing the required export licenses for co-production work.
