On 23 June, at around 12:00 p.m., the IDF launched targeted airstrikes on the Evin prison compound, causing severe damage to buildings, including the visitation hall, administrative section, a medical center, the Prosecutor’s office and prison wards. The airstrikes took place during visitation hours when family members of prisoners were expected to be on the prison grounds. Israeli officials claimed responsibility for the airstrikes, asserting that they targeted Iran’s “suppression bodies” and stating, without providing any supporting evidence, that “intelligence operations against the State of Israel were taking place inside the prison”.

Iranian authorities failed to take measures to protect the prisoners prior to, during and in the aftermath of the Israeli airstrikes. Families and detainees pleaded with the authorities to relocate or conditionally release prisoners prior to the events, given that airstrikes had been heard near the prison already the night before. However, state authorities did not do so. Instead, during the strikes, the authorities kept some detainees locked in their cells.

This is consistent with patterns the Mission previously established concerning use of force by State authorities during the 202223 protests. In one instance, the Mission reviewed footage of a boy who was blinded in one eye after being shot at close range with metal pellets during a protest. The child had pellet wounds to the upper half of his face and the back of his forearm, indicating that he likely adopted a defensive posture before being shot.
