The package, which takes effect in April 2026, reflects Japan’s effort to rapidly expand capabilities rather than rely solely on long-term domestic development.
Within the total, ¥100 billion ($640 million) has been specifically allocated to coastal defense, a segment that Japanese officials describe as increasingly exposed given advances in missile, naval, and unmanned technologies in the region.

ULAQ enters service in Qatar
ULAQ AUSV have commenced active operational service in Qatari waters.
Developed by ARES Shipyard for Intelligence, Surveillance and Reconnaissance (ISR) and Critical Infrastructure and Port Security missions, the ULAQ 11 ISR/PSV has been successfully delivered to the Qatar Coast Guard Command as Türkiye’s first and only export project in the armed unmanned surface vehicle (USV) domain. This significant delivery once again demonstrates the high-technology capabilities and global competitiveness of the Turkish defense industry in the maritime field.
Comprehensive testing and acceptance activities carried out during the delivery phase were successfully completed, and the ULAQ systems have commenced active operational service in Qatari waters. With its advanced autonomy, high seakeeping performance, long-range capability and integrated weapon systems, the ULAQ 11 ISR/PSV is expected to make a substantial contribution to regional maritime security.
