The Philippines will re-open former US naval base Subic Bay, closed more than 20 years ago ... stationing own military hardware at the „strategic“ facility facing the flashpoint South China Sea.

das wäre eigentlich mit seinen Einrichtungen eine optimale gemischte (zivil und militärische) Basis gewesen, also mit Schiffsreparatur usw. .... aber dazu war das Inselland "Philippinen" offenbar nicht in der Lage.
