• Russian BSF commander, VAdm Vitko, and the mayor of Sevastopol went to the Ukrainian navy HQ to discuss situation with Ukrainian navy commander, RAdm Hayduk.

•Turkish authorities have given permission to a US Navy warship to “within the next two days” pass through the Bosphorus into the Black Sea … ship not named but will “not be aircraft carrier GEORGE H W BUSH which does not meet the standards specified by the 1936 Montreux Convention” (rmks: likely one of the destroyers currently operating in the Eastern Mediterranean)
possibly related: destroyer RAMAGE conducted at-sea-replenishment in the Mediterranean (rmks: stocking up before deploying?)
• Ukrainian navy frigate HETMAN SAGAYDACHNIY has arrived back in the Ukraine, however, did not proceed to home port Sevastopol but berthed at mainland Odessa naval base.
• Ukrainian navy ships still remain blocked in port by Russian Black Sea Fleet vessels.
(rmks:well … if you believe Russian claims that no Russian armed forces are involved in Crimea stand-offs, the BSF must have ceded some of its vessels to Ukrainian militia)
• The Organization for Security and Co-operation in Europe (OSCE) is sending a group of unarmed military observers to Ukraine.

• Diplomatic efforts to solve the crisis thus far unsuccessful; Russian FM Lavrov sees solution only in “dialogue”, at the same time, however, does not agree to EU-proposed “contact group”, refuses talking to his Ukrainian counterpart, and rejects mediation from OSCE or NATO.
(rmks: probably would like to see his “dialogue” restricted to the UNSC where Russia would veto anything)
• Unconfirmed (!!!) reports that the Russian Black Sea Fleet has sunk its derelict and decommissioned KARA class missile cruiser OCHAKOV at the entrance to the Ukrainian navy’s Sevastopol base … in an effort to effectively block Ukrainian navy vessels in their base.
(rmks: sounds like one of the many rumours flaring up in recent days)
