Die amerikanische Führung weiß sehr wohl was sie tut. Nach dem Angriff auf die USS Cole vor der Küste Jemens hat man umgehend die Sudanesische Regierung verantwortlich gemacht. Nach 9/11 waren es die Taliban und Saddam Hussein, usw.. Es war fast unmöglich Saudi Arabien noch gezielter zu "übersehen". Insofern war es bis dato US Doktrin, ihren Terror nicht nur zu dulden, sondern diesen Bezug auch systematisch zu vertuschen:
