(Kalter Krieg) Szenario Nato vs. Warschauer Pakt

Ich lese momentan "America`s Secret War" von George Friedman.
Ganz interessante Gedankengänge und einfach zu lesen, auch in Englisch.

Bezogen auf den Kalten Krieg hat mich aber folgende Textstelle stutzig gemacht:

As a fallback position (unmittelbar nach den Anschlägen am 11.09.01), the US resurrected the warfighting plans that had existed during the Cold War. In a sense, there was a similarity. Assuming the Worst Case Scenario - as was necessary - the danger was that Al Quaeda would launch an unconventional (nuclear, biological or chemical) attack on the United States. Washingtom had worried about such attacks constantly during the Cold War, and they had contigency plans fpr dealing with them. It didn´t matter whether the weapons were delivered by missiles or Ryder trucks. The effect was the same.

Therefore, the focus on the afternoon of September 11 was on the survival of the government. As soon as the planes began hitting their targets, the President was moved around the country according to present plans for nuclear war, following a predetermind path that lead eventually to Omaha, Nebraska. That was not an accident. Omaha was the location of Offutt Air Force Base, and Offutt was the HQ of what used to be called Strategic Air Command, now called Strategic Command.
Offutt had a hardened command center from which nuclear war was to be waged. It was the place the President should be - not in Washington, nor the command center called Looking Glass. In the old nuclear war plans, the goal was to get the President to Offutt, where he could take direct control of SAC. It was always assumed that the President wouldn´t be able to get to Offutt in the event of a Soviet first strike , but that´s where he was supposed to go, and on Spetember 11, that is where he went.

Ich habe immer gedacht man hätte den Präsidenten an Bord einer E-4 evakuiert und in der Luft gelassen.
Es ist doch sinnfrei ihm im HQ des SAC in Gefahr zu bringen, schließlich hätten sie Sowjets die Anlage garantiert geplättet.
Auf der anderen Seite, Bush ist 2001 ja tatsächlich in Offutt wieder aufgetaucht.
