"The Dutch/German ARTEC consortium with the Boxer, General Dynamics with the Piranha V and Nexter with its VBCI have been battling for months to secure a deal to provide utility vehicles as the first phase of the FRES program.
Industry and government sources have said Drayson, who resigned Nov. 7, favored the Nexter design while the Army was lining up behind the Piranha.
Drayson has been the driving force behind defense procurement reform. One example of that was the FRES program, which he was propelling toward an in-service date of 2012 despite the reservations of some in the MoD that the target date was unachievable."
