Aermacchi announced June 16 it has signed Turkey’s TAI to work on the Finmeccanica unit’s new M-311 basic turbofan trainer.

After signing a letter of intent, Aermacchi and TAI will form a joint engineering team and seek to identify work sharing opportunities on the aircraft, according to an Aermacchi statement, issued at the Paris Air Show.

Aermacchi flew its M-311 for the first time on June 1. The company sees the aircraft as a candidate for basic trainer tenders in the United Kingdom, Singapore and Turkey — with a potential for sales of 120 aircraft worth $900 billion.

Aermacchi said TAI also would be the exclusive partner for development and production of some parts of the aircraft.

The M-311 is an updated version of the Aermacchi S-211, with new avionics, aerodynamic configuration, stronger structure and landing gear, and a more powerful engine with 30 percent more thrust, Aermacchi said.

The first production M-311 could be delivered in 2008.

Turkish Aircraft Industries (TUSAS) has successfully integrated U.S.-supplied improved data modems (IDM) on F-4E/2020 and F-5/2000 fighter aircraft under the ULAK program. Initiated in April last year, TUSAS has successfully completed design, test and verification work on both aircraft types, while software development and avionics integration has also been carried out for the program. Following ground and air tests, ULAK will be finalized by late March 2004.

The decision to integrate IDM in the Turkish Air Force fighters follows positive experience with the system fitted to F-16 and other U.S. warplanes operating over Kosovo, Afghanistan and Iraq. It has been found that human errors resulting from the voice transmission of target coordinates can be overcome by the use of IDM to bring sensor and shooter closer together, cutting out the multiple communications paths which are featured in other systems.

Officials said the government of Prime Minister Recep Erdogan has approved the financing of the nation's defense industry as a strategic priority. They said Erdogan and the military have agreed that the development of the defense and space industry would help Ankara achieve independence in strategic capabilities.

Erdogan said the development of the defense and space industry would comprise the priorities of his government. Speaking to the state-owned Turkish Scientific and Technical Research Council, or Tubitak, Erdogan said the government had drafted a strategic framework for the coordination of science and technology with research and development.

Erdogan pointed to an increase in the budget for defense and other R&D in 2005. But he acknowledged that the government resources to science and technology were insufficient for Turkey's aims.
