Der so agierende Staat wirkt innerhalb seiner legalen Grenzen. Somit findet dieses "Unrecht" dann dort statt, wo es auch in der Macht der Bevölkerung steht sich dessen geschlossen zu erwehren, oder eben nicht.
Dem begangenen "Unrecht" liegen in der Regel lokale Gesetzgebung, Ethik und Moralvorstellung zu Grunde, die er auch nur auf sich/seine Leute anwendet.
Der Export von Unrecht ist staatlich gelenkter Terrorexport. Das ist nochmal eine andere Ebene als pure Menschenrechtsverletzungen.
Folglich ist es mir auch völlig egal, wenn amerikanische Polizisten Schwarze, oder Latinos inerhalb der eigenen Grenzen totprügeln. Mir ist es auch egal, ob Amerikaner amerikanische Telefonate abhören. Mir ist es schnuppe, ob in den USA doe Todesstrafe gegen Minderjährige verhöngt wird. Mir ist das schlicht egal. Sollen die sich doch ruhig gegenseitig einschränken, töten, ...whatever.
Wenn deutsche Staatsbürger plötzlich von den USA, China oder sonstwem ohne Anklage und Auslieferungsantrag entführt und gefoltert werden, dann geht mich das durchaus etwas an.

Legal und legitim sind zwei verschiedene Paar Schuhe. Und auch hier muss das jeweile Ausmaß dieses Wirkens gesehen werden. So wird sogar aus legitim, schnell unlegitim.

Erstmal sind die Sicherheitsorgane eines Staates nur befugt innerhalb ihrer eigenen Grenzen zu operieren. Somit ist man bei der Strafverfolgung auf die jeweiligen Sicherheitskräfte der lokalen Autoritäten angewiesen. Das sind gewisse Grundregeln, denen man sich zu unterstellen hat. Im Zweifel gibt es dafür so nette Dinge wie Interpol, oder Auslieferungsanträge. Wer dort ausschert, verwischt die Grenzen des legalen Wirkens.
